Carolina Panthers safety Colin Jones delivered one of the first big hits of the preseason when he struck Bears long snapper Patrick Mannelly while blocking during a punt return on Aug. 9.

It was deemed a legal hit on the field and Jones was not penalized for it during the game. But a source said Jones was fined $21,000 for the hit.

Mannelly suffered a fractured rib on the play and remains sidelined, but he said he saw no problem with the hit.

“It was poor field awareness on my part and got it,” Mannelly said during training camp.

A source said Jones violated Rule 12, Section 2, Article 7 (a) (8), which defines a player in a defenseless posture as “a player who receives a “blindside” block when the blocker is moving toward or parallel to his own end line and approaches the opponent from behind or from the side.” The source said Jones is appealing the fine.

A source also confirmed that rookie linebacker Jon Bostic was fined $21,000 for his hit on San Diego Chargers receiver Mike Willie last week.

Bostic was fined under the same rule and section (“Players in a Defenseless Posture”) as Jones’ hit, but with a different specification, which prohibits, “Lowering the head and making forcible contact with the top/crown or forehead/”hairline” parts of the helmet against any part of the defenseless player’s body.”
