Fox & Obel, Flat Top opening at Carson's on State By next year, downtown workers and residents will get two new food options as upscale grocer Fox & Obel and restaurant Flat Top Grill move into the former Carson Pirie Scott & Co. building at 1 S. State St. A third retailer, Billabong International, an Australian surf-wear maker popular among young people, will open this fall on three levels of the Carson’s building.
