Rehab Institute nurse accused of fondling quadriplegic

A Rehabilitation Institute of Chicago nurse was held on $50,000 bail Thursday for allegedly fondling a quadriplegic U.S. Army member.
Dioscoro Flores twice came into the 24-year-old victim’s room at the rehab center, 345 E. Superior, and fondled the disabled man’s penis, Assistant Cook County State’s Attorney Ron Park said.
The victim, who can only communicate using a communication board and eye motions, identified 39-year-old Flores by his name and identified him in a line-up, Park said.
He told his father about the alleged attacks took place between June 4 and Aug. 6, according to a police report. Flores had “masturbated” the victim, the report said.
Flores, who was born and educated in the Philippines, has worked as a nurse for 13 years, his attorney Edward Austin said, pointing to Judge Adam Bourgeois Jr. that Flores’ job requires him to change diapers.
Five of Flores’ colleagues were at his bond hearing to show their support.
They declined comment.
Flores is currently on leave from RIC, Austin said.
Officials with RIC said they could not discuss the case citing HIPAA privacy rules.
“Patients are our first priority and as such we provide them with quality care, compassion and respect,” a statement issued from RIC said.
“RIC and the employee involved have thoroughly cooperated with the authorities and will continue to do so,”
Flores, of the 7000 block of North Sheridan, is charged with aggravated criminal sexual abuse.
