Police: Man, 19, shot to death in Elgin

Police responding to a report of shots fired in the 200 block of Silver Court in northwest suburban Elgin found a 19-year-old man shot to death in a rear parking lot, officials said early Wednesday morning.

Police were called at 9:25 p.m. and found the man, believed to be white or Hispanic, laying near one of the four apartment buildings on Silver Court, said Lt. Dan O’Shea.

Officers from the gang unit and major investigations were canvassing the area late Tuesday night and into Wednesday morning, O’Shea said. The shooting is believed to be gang-related, O’Shea said.

A neighbor across the street, Jennifer Phillips, said she had just walked home from a friend’s house down the street when she heard the shots.

Phillips said she and her husband saw eight or nine people taken away in handcuffs and three other people not in handcuffs driven away in police cars.

While the apartments are low-income housing, there have not been many problems from the buildings in the 12 years she has lived in the area, Phillips said.

A Kane County Coroner’s van was seen leaving the area at about 1:15 a.m. An autopsy will be performed sometime Wednesday, O’Shea said. The victim has not been identified and likely will not be until the autopsy is completed, he added.

It is the second murder of 2013 in Elgin, and the second murder this month.

There were two murders in Elgin in all of 2012.

Elgin’s first murder of 2013 was the March 2 stabbing death of Lisa Koziol-Ellis, 33, in her Garden Crescent Court townhouse. Paul A. Johnson, 34, a neighbor, was arrested outside of the townhouse complex on March 15. According to police, Johnson admitted to a friend that he had broken into the home with a screwdriver to burglarize the residence, was confronted by Koziol-Ellis, and stabbed her with the screwdriver.
