A man accused of forcing two women and two teenage girls into prostitution, then using drugs and violence to keep them under his control, was sentenced to 30 years in prison Tuesday.

Carl Brandon Smith, also known as “Moo,” pleaded guilty in federal court in January to transporting a minor from Wisconsin to Illinois for prostitution, the U.S. State’s Attorney’s office said in a statement.

Between 2010 and early 2012, Smith forced the four to engage in commercial sex acts, using physical violence and death threats to keep them from running away, according to federal prosecutors.

“He did unspeakable things to his victims,” Asst. U.S Attorney Christopher Grohman argued at sentencing, according to the statement. He added in a written memo the government could not “put into words the magnitude of harm or the life-altering consequences Smith caused his victims through his mosaic of cruelty.”

“You were a violent pimp. . . . The pain, fear and harm you’ve inflicted on these women is devastating,” U.S. District Judge Amy St. Eve said in imposing the 30-year sentence.

One victim testified at the sentencing Tuesday that she has moved on with her life, but remains permanently scarred, the statement said.

According to federal prosecutors, Smith targeted vulnerable women between 17 and 21, and manipulated them into thinking he loved them. He later forced them to earn their keep by working as prostitutes, and bent them to his will with threats, drugs, beatings and forcible sex acts, prosecutors said.

Smith met the girl he later brought to Illinois in December 2010 and began contacting her via phone, text and social media, authorities said. He brought her to Chicago knowing she was under 18.

Once here, Smith “dated” the girl for about a week before she began working as a prostitute for him, according to prosecutors. Between February and July 2011, he had her engage in prostitution while he acted as her pimp, and collected the money she earned.

As part of his guilty plea, Smith admitted forcing another minor girl to engage in prostitution in 2010, prosecutors said previously. When she indicated she no longer wanted to work as a prostitute, Smith beat her—in once instance causing one of her eyes to swell shut, authorities claimed.

Smith also used violence against two women while acting as their pimp, forcing them to engage in prostitution in 2011 and early 2012, authorities said.

Smith must serve at least 85 percent of his sentence and will face five years of supervised release afterward, the U.S. Attorney’s office said. He must pay a total of $239,000 in restitution to his four victims.
