Canada has denied Randy Quaid’s request for permanent resident status. The quirky actor seeks to remain up north to avoid being targeted by what he calls “Hollywood star-whackers” he claims killed David Carradine and Heath Ledger. Quaid can appeal the decision. — B.Z.
