Courtney Love wasn’t experimenting with a Halloween costume, but that’s how it looked to a source who watched the rocker scream at her estranged daughter on the phone the other night. “Trust me,” the insider said, “Courtney’s face was so contorted — she looked just like the wicked witch from ‘The Wizard of Oz.’ She just needed to have the green makeup!”

Mama Love is unhappy about 19-year-old Frances Bean Cobain getting engaged to young musician Isaiah Silva, frontman for the Ramblers. The couple have dated for quite some time, and Silva recently moved into the new $1.9 million Hollywood Hills home Cobain purchased from the wealth she’s begun to inherit from her late father Kurt Cobain’s estate.

Apparently Love — and some independent friends of Frances Bean’s — are concerned that Silva might take advantage of his fiancee’s fortune.

However, a music insider who knows him well said Sunday, “That’s ridiculous. Money is not the driving force in Isiaiah’s life.”

† During that ugly mother-daughter phone chat (arranged only when Love fooled Cobain into thinking the call was coming from someone else), Frances was able to zing her mom about her own money problems — supposedly bringing up the lawsuit Jacob “the Jeweler” Arabo is considering over a $100,000 diamond necklace Love borrowed but has yet to return.

MADONNA UPDATE: Not only did Madonna attempt to get her brother Tony Ciccone Jr. help with his alcoholism, she actually paid for a two-month stint in a Houston rehab facility, but to no avail. “He’s battled the bottle all his life,” said a staff member at the Ciccone Vineyard in Michigan, where Tony Jr. was fired from the family business last year — leading him to become a homeless street person.

SHE SAID WHAT?! I’m hearing that virtually all of Jennifer Lopez’s ex-beaus, including Ben Affleck, Sean “Diddy Combs” and recently dumped husband Marc Anthony, have been very amused by the new J-Lo interview in Glamour where she claims her biggest problem in life has been not loving herself enough.

That also is making professional associates from “American Idol” and various film projects laugh as well — considering the mega-diva behavior and demands by Lopez that prove she has the opposite problem: She loves herself way too much.

MORE MOORE: Controversial filmmaker Michael Moore hung out with the “Occupy Oakland” demonstrators in Northern California over the weekend — telling them the “Occupy Wall Street” movement spreading across the country is “a big watershed in American history,” and “relects a mosaic of the entire nation.”

Moore — whose films previously have attacked President George W. Bush, the auto industry, U.S. health care and pharmaceutical giants, gun ownership and the U.S. military — reportedly now is working up plans for a documentary about the “Occupy” groups.

ROYAL RAMBLINGS:

Could Britain’s Prince Harry eventually buy a place in the United States? The royal heir reportedly has told U.S. military buddies he’s met during his two-month special helicopter training in California that he’d love to get a West Coast pad — once his full-time military duties are behind him. Already spotted shopping at Walmart and waiting in line at fast food restaurants in the San Diego area, Harry has said he enjoys the “more casual and relaxed” way we Americans live.

Though clearly any potential U.S. real estate purchase would be a few years away, folks are reminded of his late mother, Princess Diana. She had told numerous friends and family members that she planned to get a New York apartment — shortly before she was killed in that 1997 car crash in Paris.

SEEN ON THE SCENE: The 39th birthday party for the ubiquitous Billy Dec at his Sunda restaurant was a magnet for an ecelectic array of the Chicago personality’s legion of pals, including David Schwimmer, Joey Fatone, Billy Zane, Macy Gray, Richard Dent, Charlie Trotter, Valerie Warner, Ryan Chiaverini, Alexi Giannoulias, Eric Ferguson, Kenny Williams, Ryan Baker and James Bell. While Sunda chef Jess De Guzman whipped up a huge spread of gourmet treats, Grammy winner Gray spun tunes in the DJ booth as Dec was “Happy Birthday” serenaded by all and given a three-tier cake specially personalized by Sarah’s Pastries. The whole crowd later trouped over to Dec’s the Underground and danced the night away. Gray also gifted Dec with a Justin Bieber singing toothbrush — attached to a magnum of Grey Goose vodka.
