*"Cust. Outage Mins. Per Person" is the total number of each town's customers' outage minutes divided by the town's population. This is an indication of overall system reliability and allows for comparison of towns regardless of population.
*"Avg. Outage Minutes" is the average time a town's customer waited time for power restoration.
Source: 2010 data provided by ComEd to the Illinois Commerce Commission, excluding 22 storm days.
