Gov. Quinn is proposing cutting funding for local governments by at least $300 million. Quinn's push would decrease the amount of income tax proceeds the state shares with cities and counties. Now, the state doles out 10 cents of every dollar raised through the income tax to local governments. Quinn wants to lower that share to 7 cents on the dollar.
