ghost payroller /goest pae-roe-ler/ n. government employees, usually political workers, who receive salaries but don't do any work. Usage: Former City Clerk Walter Kozubowski admitted paying $476,000 to ghost payrollers. -- SYN. GHOST, as in "The Ghost with a Tan," nickname for 39th Ward figure whose move to Florida didn't end his city paychecks.
