Cops: Man says he learned to drag puppy on Internet

A puppy dragging a tire down the street by its neck drew the attention of police, who arrested the dog’s owner for animal cruelty Tuesday morning in the Chicago Lawn neighborhood on the Southwest Side.

Police saw a small black puppy walking on a sidewalk on a leash, which was tethered to a black car tire on the 2500 block of West 63rd Street, according to police.

When police stopped 39-year-old Joseph Clopton, he allegedly told police he tied his dog to the tire so the dog could gain more muscle, and he had learned this “technique” on the Internet.

Clopton was arrested at 8:45 a.m. and charged with misdemeanor animal cruelty, police said.
