2-year-old found wandering outside with no shoes or coat

A toddler found wandering at night without shoes or a coat in single-digit weather on the Southeast Side has been placed in a foster home as state welfare officials investigate the boy’s mother for alleged neglect.
The 2-year-old boy was found about 11:50 p.m. Thursday near East 82nd Street and South Avalon Avenue, according to police.
He was taken to Advocate Trinity Hospital in good condition.
The temperature was a mere 3 degrees at the time the boy was found, according to the National Weather Service.
The toddler was not wearing a coat, hat or shoes at the time, authorities said.
The Illinois Department of Children and Family Services is investigating the boy’s mother for allegations of neglect, the department said Friday evening. The department had no prior contact with the family.
DCFS has taken protective custody of the boy, and he has been placed with a foster home.
Police said the mother, who was found about 5:30 a.m., is not being questioned. She reportedly was sleeping at the time the toddler wandered out of the apartment, a police source said.
