McDonough Associates' response to the Illinois Department of Transportation's move to suspend the firm frombeing eligiblefor state contracts.

Among the findings state procurement officer Bill Grunloh cited in handing down a three-year suspension of Chicago construction engineering giant McDonough Associates Inc. from Illinois Department of Transportation contracts:

◆ “The actions of [McDonough] . . . constitute theft . . . [and] indicates that [the firm] lacks integrity and honesty in the conduct of business or the performance of contracts.”

◆ “For the majority of the last decade, Contractor has been overbilling. “

◆ “The magnitude of the overbilling and the inability of such a business to prevent this kind of activity is . . . staggering.”
